- develop, with the community and other stakeholders, an achievable project plan with the ambition of long-term cultural change
- produce a fundraising plan and deliver additional funding (if necessary) to support the project
- appoint national and world-class artists to work with communities and stakeholders
- manage the project and ensure it delivers against key objectives which are determined by the community and stakeholders
- evaluate the impact of the project
